Summary based on translation
The members of the order are gossiping about Cross and Allen (mostly Allen though). Some members believe that Allen is indeed a traitor (those ingrates!) and it greatly troubles Allen's friends particularly Johnny who is still affected by Suman's death. He yells at everyone telling them that Allen is a good person and is not a traitor.

Scene flashes to Allen as he ponders why he is the only one capable of seeing the shadow. However, he is no longer troubled by it since he is now accustomed to seeing it. Lavi and Allen attempt to have a conversation but it's hard when someone is eavesdropping. The former comments that Allen looked tired and wonders if it was because of "Two Spots" which greatly insulted Link; however, Allen assures his watchdog that Lavi is very childish and likes to give nicknames to everyone. They decide to visit to the Science Department and are surprised to see the Egg there. Reever explains that they are analyzing it to determine how they are made and if they can be modified. Unfortunately, since they are short-handed and overexhausted with the research, there won't be any time for them to fix Lavi's hammer (and Kanda's, I bet).

Meanwhile, Kanda and Lenalee are meditating in Kanda's room. The former knows that she is there because of LeVerrier and she admits that she likes being there since he does not bother her with questions. Lenalee asks him  if she is running away and if she is weak. An annoyed Kanda tells her that she is a strong woman and she leaves to see Helvaska after she is summoned.

According to Helvaska, Lenalee's synch rate is now below 10% so she decides to restore the exorcist's Innocence to its original shape. They talk about how similar her Innocence is with Allen's in which both of their Innocences are evolving. She explains that parasitic-type tends to die earlier due to the stress in body; Komui then demands to know if his sister is now a parasitic-type user, but she is not certain. She warns Lenalee not to activate her Innocence again until she is prepared to use it.

The last part deals with the Science Staff and Branch Leaders. Johnny is trying to prevent Bak and other Branch Leaders from entering the facility, but typical Bak argues that he is a GREAT scientist and wants to help them. Johnny begs them to leave, saying that they have a job to do. Commending him for his words, Lulubell, after transforming from her disguise as one of the Branch Leaders, says that she has the same duty as well as she also stabbed Johnny through the chest using her whip-like arm. (T_T RIP, Johnny...)

The Earl's Ark with several swarm of Akuma suddenly appears behind her and the shocked Science Department as the invasion begins!

Thoughts
Poor Allen! Not only he is getting stalked by the Shadow, which he is now used to right now, there are some in the Order who are suspicious of him despite everything that he has done for them. How quickly people switch opinions of someone based on rumors, which is true in real life. At least Johnny is the only Allen supporter who defend him from all of the backlash.

It was so cute to see Kanda and Lenalee trying to mediatate and how the former tries to cheer her up. During the meeting with Helvaska, Lenalee found out that she has a very low synch rate (10%) and that her Innocence is now parasitic. Helvaska warned her not to use her anti-Akuma weapon again or risk getting killed, but most likely Lenalee will use her power to save someone *cough*AllenorKomui*cough*. 

And the ending was awesome! Apparently, Lulubell disguised herself as one of the branch leaders (whom I assumed was killed by her) to infiltrate HQ and to find out the egg's location and the identity of the musician. Her most likely goals: get the Egg and kill the Musician if possible. 

So the anime was correct with Lulubell's power. Most likely Hoshino gave the animators permission to introduce the noah in the anime maybe for this arc so the audience would have an idea about her personality and abilities. It's clever that the Noah infiltrated HQ so easily. 

It was a good strategy for the Earl since none of the exorcists are wearing their protective uniforms, the generals are somewhere far away from the battle, and the majority of the exorcists are out of commission (I believe many of us predicted an attack by the earl during this time)...bravo, Earl, for such a good plan.
